As of mid-2025, the UK refused to meet with Ethiopian Prime Minister Abiy Ahmed during his visit to London due to serious concerns over human rights abuses in Ethiopia. The diplomatic snub, which was deliberate and public, marked a low point in UK-Ethiopian relations under Abiy’s leadership. 

Reasons for the UK’s refusal to meet with Abiy Ahmed

  • Worsening human rights situation: The British government, under Prime Minister Keir Starmer, took a principled stance, citing escalating human rights violations under Abiy Ahmed’s administration. This includes reports of arbitrary detentions, extrajudicial killings, and state-sanctioned violence, particularly against the Amhara and Oromo populations.
  • Pressure from human rights groups and the diaspora: Human rights organizations such as Amnesty International and Human Rights Watch, along with influential UK-based Ethiopian community groups, pressured the UK government to disengage with Abiy’s government due to the humanitarian crisis.
  • Metropolitan Police security refusal: The UK’s Metropolitan Police declined to provide security for Abiy during his visit, an unusual move for a visiting head of state. This decision effectively sidelined the visit and signaled the UK’s strong disapproval of Abiy’s policies.
  • Shift away from previous administrations: This action represented a significant shift from previous UK administrations that had engaged with Abiy, including an official call between former Prime Minister Theresa May and Abiy in 2018 where she expressed support for his reform efforts. The decision by the new Starmer government emphasized human rights and democratic values.
