We Concerned Eritreans in North America would like to voice our concerns regarding the dire condition that we find the ENCDC today. This condition is instigated by the destructive and divisive actions of some ENCDC leadership and their parties. The political recklessness and cowardly actions of these individuals and groups is undermining the Eritrean people’s hope for democratic change in Eritrea that is only possible today under the united front through ENCDC. We call for all of the peace and justice loving Eritreans and friends of Eritrea to join hands and demand that all of these bad actors to restrain from their reckless actions and stay out of the way of the ENCDC Preparatory Committee’s efforts to convene the 2nd Eritrean National Congress.
It should be remembered that ENCDC at its emergency meeting in December 2014, declared its sole mandate to convene the 2nd Eritrean National Congress within a period not to exceed eight months. At the emergency meeting, ENCDC also reconstituted the Executive Committee (EC) consisting of even members and the Legislative Leadership (LC) consisting of three members. It also created a new body, Preparatory Committee (PC), consisting of seven members. Included in this mandate, is the responsibility of the PC to take all necessary actions, including establishment of support groups, and preparation of ENCDC governance documents, to make the 2nd Eritrean National Congress a reality. The mandate also states that the PC is under the EC. For your reference, the ENCC December 19, 2014 mandate (Appendix to the ENCDC Constitution) in Tigrigna language is given in the Attachment.
Given the above background and the dire condition we find ENCDC today, we the Concerned Eritreans in North America make the following declarations:
- We strongly believe that the language and spirit of the ENCDC Emergency Meeting’s mandate of December 19, 2014, is for the PC to do its work unencumbered by anyone, be ENCDC leadership or opposition political parties, to convene the 2nd Eritrean National Congress.
- We condemn the undemocratic and illegal actions of the EC Chairman that has been undertaken, by his June 8, 2015 open letter and his statements in Smerrr 1 Paltak on July 25, 2015, to undermine the PC’s responsibilities and efforts in preparing for the 2nd Eritrean National Congress.
- We condemn the divisive actions of the five political parties that, on August 8, 2015, published a document that its goal is to undermine the ENCDC Emergency Meeting mandate and distract the efforts of the PC to prepare for the 2nd Eritrean National Congress.
- We voice our disappointment with the LC for been absent in its responsibility of arbitrating between the EC and PC disputes and failing to provide the ENCDC leadership that is expected and required of it.
- We call for the PC to redouble its effort so that it can achieve its mandate of convening the 2nd Eritrean National Congress without further delays, recognizing that the 2nd Eritrean National Congress has been delayed already for over two years due to the same nonsensical squabbles and political recklessness of some ENCDC members.
- We call for the good people of Ethiopia and the Sen’a Form to continue their generosity and brotherly support to ENCDC and provide critically needed political, financial and logistics assistance so that the PC makes the 2nd Eritrean National Congress a reality.
- We call to all of the peace and justice loving Eritreans and Eritrean opposition political parties to give their full support to the efforts of the PC and the fulfillment of the ENCDC Emergency Meeting mandate of convening the 2nd Eritrean National Congress.
We believe that the single mission remaining for the current ENCDC is to convene the 2nd Eritrean National Congress. If any ENCDC leadership or opposition party feels otherwise, the best course of action for them is not try to distract the efforts of the PC, but to get out of the way of the PC so that PC could no its job.
We don’t have the luxury of time to stop for a moment in our struggle for democracy. We need to march forward swiftly and no moment should be wasted on internal squabbles and self-serving political maneuvers. For far too long our people have suffered at the hands of the dictator Isias Afowerki and we should not have to wait unnecessarily for a single moment more.

ቅርጻን ዕማማትን መሪሕነታት ኤርትራዊ ሃገራዊ ባይቶ ንዲሞክራስውያዊ ለውጢ
1ይ ዓንቀጽ፡ መሪሕነት ባይቶ፡
ሀ) ቅርጻን ኣቃውማን፡
- ኣቦ መንበር ባይቶ
- ምክትል ኣቦ መንበር ባይቶ
- ጸሓፊ
- ሓደ ካብኣቶም ኣብ ማእከላይ መደበር ኤሃባደለ ክርከብ ይግባእ።
ለ) ዕማማት ኣቦ መንበር ባይቶ፡
- ኣኼባታት ባይቶ ይጽውዕን፣ ህጽጹን ስሩዕን ኣኼባታት ይመርሕን።
- ብስም ባይቶ ዝወጽእ ውዑላትን ስምምዓትን ውሳኔታትን ይፍርም። ዕላዊ ኣፈኛ ባይቶ ኢዩ።
- ዕድመ ስልጣን ኣቦ መንበር ክሳብ ግዜ 2ይ ሃገራዊ ጉባኤ ይኸውን።
- ገለ ክፋል ካብ ዕማማቱ፡ ንምክትሉ ክውክል ይኽእል።
- ጸብጻባት ስራሕ ፈጻሚ ቤት ጽሕፈትን ጠቕላላ ተቝጻጻርን ይቕብል።
ሐ) ዕማም ምክትል ኣቦ መንበር፡
- ኣብ ዘይምህላው ኣቦ መንበር ዕማማቱ የካየድ።
- ብኣቦ መንበር ዝወሃቦ ዕማማት ይፍጸም።
መ) ዕማማት ጸሓፊ፡
- ብመምርሒ ኣቦ መንበር ንዛዕባታት ወግዓዊ ኣኼባታት ባይቶ ምድላውን ዛዕባታት ኣኼባ ተዳሊዪ ናብ ኣባላት ብኡኹል ግዜ ምብጽሑ ምርግጋጽ።
- ብመምሪሒ ኣቦ መንበር፡ ቍጸራ ዕላዊ ኣኼባታት ምሕባርን፡ ኣኼባ ከይጀመረ ከሎ፡ ንኩሎም ኣባላት ጻውዒት ምብጽሑን ብዝወሓደ ቅድሚ ሰለስተ መዓልቲ ወይ 72 ሰዓታት ምርግጋጽ።
- መዝገብ ዕላዊ ኣኼባታት ብሰንሰለትን ብበይኑን ክምዝግብን ክዕቅብን ይግባእ።
- ብስም ባይቶ ንዝወጽእ ውሳኔታትን መምርሒታትን ሓቲሙ የዳሉ።
- ቦታ ኣኼባ ምድላውን ንዕኡ ኣድላዪ ዝኾነ ምቅርራብ ምግባርን።
- ኩሉ ሰነዳት ባይቶ ምዕቃብ።
- ዕላዊ ደብዳቤታት ኣቦ መንበር ባይቶ ይልእክን ይቕበልን።
- ኩሉ መዛግብን ዝለኣኽ ጽሑፋትን ብክልቲኡ ዕላዊ ቋንቋትን (ትግርኛን ዓርብኛን) ይኸውን፡ ኣብ ሓደ ግዜ ድማ ይላኣኽ።
ዓንቀጽ (2)፡
ቅርጻን ዕማምን ፈጻሚ ቤት ጽሕፈት ኤርትራዊ ሃገራዊ ባይቶ ንዲሞክራስያዊ ለውጢ፡
ሀ) ኣቃውማ፡ ፈጻሚ ቤት ጽሕፈት ብ7 ኣባላት ባይቶ ይቐውም። እሱም ከኣ እዞም ዝስዕቡ ኢዮም፡
- ኣቦ መንበር
- ምክትል ኣቦ መንበርን ሓላፊ ወጻኢ ዝምድናታት
- ጸሓፊ
- ሓላፊ ቤ/ጽ ምምሕዳራውን ፋይናንሳውን ጉዳያት
- ሓላፊ ቤ/ጽ ህዝባውን ማሕበራውን ጉዳያት
- ሓላፊ ቤ/ጽ ዜናን ሓበሬታን
- ሓላፊ ቤ/ጽ ጸጥታዊ ጉዳያት
ለ) ቤት ጽሕፈታት ፈጻሚ፡ ንኣክውና ባይቶ ብዘንጸባርቕ ብኣባላት ባይቶ ዝቝመ ናይ ስራሕ ሽማግለታት ከቕውም ይቐውም።
ሐ) ኣባል ፈጻሚ ቤት ጽሕፈት ኣብ መደበር ሃገራዊ ባይቶ ብምህላው ምሉእ ግዜይኡ ነቲ ዕማም ዘወፈየን።
መ) ጉዳይ ደቂ ኣንስትዮን መንእስያትን ስደተኛታትን ኣብ ትሕቲ ቤት ጽሕፈት ህዝባውን ማሕበራውን ጉዳያት ይኸውን።
ዓንቀጽ (3)፡ ዕማማት ፈጻሚ ቤት ጽሕፈት፡
- ካልኣይ ሃገራዊ ጉባኤ ኣብ ግዜይኡ ንምካያድ ዝግበር ምድላዋት ንምዕዋት ኩሉ ዓቕምታት ምትኳር።
- ዕማማት ምስንዳእ ሃገራዊ ጉባኤ ብግቡእ ንምስልሳል ዘድሊ ሓገዛት ንምርካብ ምንጣፍ።
- ደገፍ ናይ ንጡፋት ከም ተማሃሮ፡ መንእሰያት ምሁራት፡ ደቂ ኣንስትዮ ኣብ ጎድኒ ሓይልታት ዲሞክራስያዊ ለውጢ ንምድንፋዕ ጻዕርታት ምክያድ።
- ህዝቢ ኤርትራ ካብ ምልካዊ ስርዓት ሓራ ንምውጻእ ንዘካይዶ ዘሎ ቃልሲ ዝድግፉ ፈተውቲ ሓይልታት ሰላምን ፍትሕን፡ ሞራልውን ገንዘባውን ፖለቲካውን ደገፋት ንምርካብ ምጽዓር።
- ምስ ሕንጻ ሕግን ፖለቲካዊ ቻርተርን ሃገራዊ ባይቶ ብዘይጻረር፡ ኣዳላዪ መምርሒታትን ስጉምትታትን ውሳኔታትን ከውጽእ መሰል ይህልዎ።
- ውሕሉልን ኣድማዕን ምልዕዓል ብምክያድ ህዝቢ ምውዳብ።
- ጸብጻባት ዝተፈላለየ ፈጻሚ ቤት ጽሕፈት ይካታዕን ይግምግን፡ ኣገዳሲ ውሳኔታት የመሓላልፍን።
- ከም ኣድላይነቱ፡ መግለጺታን ኣዋጃትን የውጽእ።
- ስራሓት ኣሰናዳኢት ሽማግለ ይከታተልን፡ ጸብጻባታ ይቕበልን፡ ንመሪሕነት ባይቶ ንኣፍልጦን ምክትታልን ይሕብር።
ዓንቀጽ (4)፡ ትልምታት ኣወሳስዳ ውሳኔታት፡
- ባይቶ፡ ስጉምታውን ፖለቲካዊ ውሳኔታት ብኣብዘሓ ድምጺ 2/3 ኣባላት ባይቶ ይውሰድ። እቲ ዝተወስደ ውሳኔ ብዕለቱን ዝወጽሉ ግዝየን ኣብ መዝገብ ኣኼባታት ይሰፍር።
- ፖለቲካዊ ውሳኔታት ብኣብዘሓ ድምጺ 2/3 ባይቶ ይውሰድ።
- ስጉምቲ ውሳኔታትን ብተራ ብዝሒ 51% ይውሰድ።
ዓንቀጽ (5)፡ ኣሰናዳኢት ሽማግለ።
- ኣሰናዳኢት ሽማግለ ብ7 ኣባላት ትቐውም።
- ንምድላው ዕማም ካልኣይ ሃገራዊ ጉባኤ ካብ 6 ወርሒ ግዜ ዘይሓልፍ ንምስልሳል ትስከም ኣሰናዳኢት ሽማግለ ትቐውም። ምንዋሕ ምስ ዝድሊ ካብ 2 ንልዕሊ ዘይሓልፍ ይኸውን። ባይቶ ካብ ኣባላቱ ወጻኢ ዝኾኑ 25% ዘይውሕድ ኣብ መስርሕ ዲሞክራስያዊ ለውጢ ዝኣምኑ ዝተፈላለየ ዓቕምታትን ብቕዓትን ዘለዎም ክፍልታት ህዝቢ ኤርትራ ኣብ ኣሰናዳኢት ሽማግለ የሳትፍ።
- ኣሰናዳኢት ሽማግለ ኣብ ትሕቲ ፈጻሚ ቤት ጽሕፈት ዝመሓደር ኣካል ኢዩ። ኣብ መንጎ ክልቲኡ ናይ ስራሕ ምትእታት ብዘይብሉ ይኸውን። መሪሕነት ባይቶ ነቲ ብኣስናዳኢት ሽማግለ ዝዳሎ ሰነዳት ክርኢ መሰል ይህልዎ።
- ኣሰናዳኢት ሽማግለ ንከይዲ ስርሓቱን ዝርዝር መደባት ዕማማታን ሓላፍነታታን ዘነጽር ፍሉይ ውሽጣዊ መምርሒ ተውጽእ። እዚ ከኣ ብባይቶ ይጸድቕ።
- ንምቛም ተሓጋገዝቲ ሽማግለታት ኣብ ዞባታት ብዝምልከት ብ2/3 ድምጺ ናይ ኣሰናዳኢት ሽማግለ ይኸውን።
ዓንቀጽ (6)፡ባህርያት ዝምድና ኣብ መንጎ ሓጋግን ፈጻምን መሪሕነታት ባይቶ፡
- ኣብ መንጎ መሪሕነት ባይቶን ፈጻሚ ቤት ጽሕፈትን ዕማማት ሃገራዊ ባይቶ ብዓወት ንምስልሳል፡ ንኣብ ምትሕግጋዝን ሕድሕዳዊ ምድግጋፍን ዝተሰረተ ዝምድና ኮይኑ፡ ንዝመጽእ ሃገራዊ ጉባኤ ብምዕዋት ንህዝቢ ኣብ ጎድንኻ ኣሰሊፍካን፡ ዓቕምታቱ ኣብ ሓደ ጸሚድካን ምልካዊ ስርዓትን ንምውዳቕ ዝዓለመ ኢዩ።
- ክልቲኡ መሪሕነታት ኣብ’ዚ ሰንደ ሰፊሩ ዘሎ ዕማማት ተቐይዱ ብምስራሕ፡ ኣብ ናይ ንንሕድሕዱ ስራሓት ኢድ ካብ ምእታው ምቝጣብ።
ዓንቀጽ (7)፡ ሓፈሻዊ ሕግታት፡
ኣብ’ዚ ጥብቆ ሕጋጋት ብንጹር ንዘይሰፈረ ጉዳያት፡ በዚ ስዒቡ ተጠቒሱ ዘሎ ሕግታት ይግዛእ፡-
- ኣብ ኤርትራ ህጹጽ ፖለቲካዊ ምቅይያራት ምስ ዘጋጥም መሪሕነት ባይቶ ህጹጽ ኣኼባ ይጽውዕ።
- 1/3 ኣባላት ባይቶ ህጹጽ ኣኼባ ክጠልብ መሰል ይህልዎ። ሕጋዊ ምልኣተ ኣኼባ ባይቶ ብመሰረት ዓንቀጽ 58 ሕጊ ሕንጻ ኤሃበደለ ይትግበር።
- ኣብ’ዚ ሰነድ’ዚ ዘይጠቕሰ ምስ ዝህሉ መወኪስኡ ኣብ ሕገ ህንጻ ባይቶ።
- እዚ ሰነድ’ዚ ካብ ዝጸደቐሉ ዕለት ኣትሒዙ ክሳብ ምክያዳ ካልኣይ ሃገራዊ ጉባኤ ኣብ ተግባር ይውዕል።
