The dam has been a source of regional controversy, especially between Ethiopia and Egypt.<\/span><span class=\"credit\">TIKSA NEGERI\/REUTERS<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Eritrea has denied any involvement in an alleged plan to attack an under-construction Ethiopian dam, which is set to become the biggest hydropower dam in Africa.<\/p>\n<p>Ethiopia\u2019s deputy government spokesman, Zadig Abrha, told the state-run <a href=\"http:\/\/www.fanabc.com\/english\/index.php\/news\/item\/8274-ethiopia-foils-attempt-to-attack-gerd\" target=\"_blank\" rel=\"nofollow\">Fana Broadcasting Corporation<\/a> that 20 members of an Eritrean rebel movement\u2014known as the Benishangul Gumuz People\u2019s Liberation Movement\u2014had been apprehended while attempting to attack the site of the Grand Ethiopian Renaissance Dam (GERD).<\/p>\n<p>Abrha said that Ethiopian security forces killed 13 of the rebels, while seven fled into neighboring Sudan. But the Ethiopian government spokesman said that Sudan had handed the rebels over and they were now in Ethiopian custody.<\/p>\n<p>Eritrean Information Minister Yemane Gebremeskel told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-03-02\/eritrea-denies-knowledge-of-group-linked-to-ethiopian-dam-plot\" target=\"_blank\" rel=\"nofollow\">Bloomberg News<\/a> that the accusation that his country sponsored the group \u201cis preposterous and peddled for some sinister reason.\u201d Gebremeskel added that he had \u201cnever heard of this group.\u201d<\/p>\n<p>Ethiopia and Eritrea have <a href=\"http:\/\/europe.newsweek.com\/whats-behind-ethiopia-and-eritreas-border-clash-474904\">a history of tense relations<\/a>. Eritrea only seceded from Ethiopia in 1991 after a 30-year independence war, and the two countries have regularly clashed on the boundaries of their borders. Tens of thousands of soldiers on both sides <a href=\"http:\/\/europe.newsweek.com\/why-eritrea-border-ethiopia-conflict-zone-469739\">were killed in a border war<\/a> focused on the town of Badme between 1998 and 2000.<\/p>\n<aside class=\"small-related\">\n<div class=\"title\">Related Stories<\/div>\n<ul>\n<li class=\"bullet blue\">Ethiopia has also <a href=\"http:\/\/europe.newsweek.com\/ethiopia-state-emergency-violence-protests-deaths-foreign-eritrea-egypt-508359\">accused Eritrea of sponsoring anti-government protests<\/a>, led by the Oromo and Amhara ethnic groups, which have been occurring regularly since November 2015. Eritrea has denied the allegation.<\/li>\n<\/ul>\n<\/aside>\n<p>Construction began on <a href=\"http:\/\/europe.newsweek.com\/ethiopia-drought-overshadow-progress-409556\">the GERD project<\/a>, which is being built in the Benishangul Gumuz region close to the border with Sudan, in 2011. The project is set to cost $6.4 billion and is due for completion in 2018, according to Bloomberg.<\/p>\n<p>The project has been a source of tension between Ethiopia and Egypt, with the latter saying that the dam could reduce the amount of Nile water flowing into Egypt. The presidents of Egypt, Ethiopia and Sudan <a href=\"http:\/\/www.bbc.co.uk\/news\/world-africa-32016763\" target=\"_blank\" rel=\"nofollow\">signed an initial agreement<\/a> in 2015 to end the dispute and allow Ethiopia to continue with construction, but Egypt has continued to express its concerns.<\/p>\n<p>Ethiopia has received backing for the project from five other Nile Basin countries: Burundi, Kenya, Rwanda, Tanzania and Uganda.
