After it crossed over from <a title=\"More news and information about Italy.\" href=\"http:\/\/topics.nytimes.com\/top\/news\/international\/countriesandterritories\/italy\/index.html?inline=nyt-geo\">Italy<\/a>, police officers in <a class=\"meta-loc\" title=\"More news and information about France.\" href=\"http:\/\/topics.nytimes.com\/top\/news\/international\/countriesandterritories\/france\/index.html?inline=nyt-geo\">France<\/a> stopped him at the first station in the country and returned him to the border.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"260\" data-total-count=\"582\">Mr. Kabeto, a 22-year-old Ethiopian who was five months into a grueling journey to Europe, said he never expected that his travels through Sudan and <a title=\"More news and information about Libya.\" href=\"http:\/\/topics.nytimes.com\/top\/news\/international\/countriesandterritories\/libya\/index.html?inline=nyt-geo\">Libya<\/a>, and across the Mediterranean Sea, would then stall in an Italian town just miles from the French border.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"181\" data-total-count=\"763\">Speaking recently outside a Red Cross center in Ventimiglia, he said he had made five attempts to reach France, on his way to Britain, but had been stuck in Italy for several weeks.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"166\" data-total-count=\"929\">\u201cIf you go by bus, by foot, by train, it\u2019s the same police on the other side,\u201d he said, crouching in the shade to escape the heat. \u201cAnd they send you back.\u201d<\/p>\n<aside class=\"marginalia related-coverage-marginalia nocontent robots-nocontent\" data-marginalia-type=\"sprinkled\">\u00a0\u00a0Ventimiglia is not the most dangerous part of journeys from Africa and the Middle East, but for many migrants, it is the most frustrating. More than 200 people, fleeing poverty, discrimination and threats of death, are camped here and in other places near the French-Italian border.<\/aside>\n<figure id=\"surge-in-refugees-crossing-the-mediterranean-sea-maps\" class=\"interactive promo  has-adjacency has-lede-adjacency layout-large\"><figcaption class=\"interactive-caption\">\n<p class=\"interactive-summary\">There were about 17 times as many refugee deaths from January to April this year as there were during the same period last year.<\/p>\n<\/figcaption><div class=\"interactive-image-container\">\n<div class=\"interactive-image\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"http:\/\/static01.nyt.com\/images\/2015\/04\/20\/world\/surge-in-refugees-crossing-the-mediterranean-sea-maps-1429556120160\/surge-in-refugees-crossing-the-mediterranean-sea-maps-1429556120160-master495-v2.png\" alt=\"\" width=\"358\" height=\"234\" \/><\/div>\n<div class=\"interactive-overlay\"><\/div>\n<\/div>\n<\/figure>\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" data-para-count=\"297\" data-total-count=\"1508\">Their presence here, in tents and under the open air, highlights Europe\u2019s failure to deal with <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/07\/01\/world\/europe\/record-number-of-migrants-crossing-to-europe-un-says.html?ref=world\">a record number<\/a> of people crossing the Mediterranean to reach its shores. It is also a graphic illustration of the divisions between Italy and France over managing a border that is theoretically open.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"157\" data-total-count=\"1665\"><a title=\"More articles about the European Union.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/e\/european_union\/index.html?inline=nyt-org\">European Union<\/a> countries recently <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/06\/27\/world\/europe\/european-union-migrant-crisis-quotas-italy-greece.html\">failed to reach an agreement<\/a> on a plan by the European Commission to spread migrants across countries <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/05\/28\/world\/europe\/european-union-asks-member-countries-to-accept-quotas-of-migrants.html\">using a quota system<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"166\" data-total-count=\"1831\">\u201cMigration is a fact, it is continuous, and Europe has to act to find the best solution,\u201d said Laura Bastianetto, an Italian Red Cross spokeswoman in Ventimiglia.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"337\" data-total-count=\"2168\">The migrants, many of them Eritreans, Ethiopians and Sudanese, could be found at two coastline locations recently. At the Ponte San Ludovico border crossing in Ventimiglia\u2019s township, they set up a camp on a strip of rocky beach, only a few dozen feet from France, with hopes of moving on to the more affluent, northern part of Europe.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"162\" data-total-count=\"2330\">At the Ventimiglia train station, the Italian Red Cross was providing food, shelter and medical care in buildings handed over to the charity by local authorities.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"286\" data-total-count=\"2616\">Inside, dozens of migrants rested on cots and mattresses. Outside, children played ball and jumped rope with Italian volunteers near mobile showers and toilets and a medical truck. Some have ailments of the skin, stomach or throat, mainly from living on the rocks at Ponte San Ludovico.<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"400\" data-total-count=\"3016\">There were about 130 migrants at the center, most of them young men, but also about 30 women, some pregnant, and a dozen children, Ms. Bastianetto said as she walked through the area. Many do not wish to stay in Italy, or even France. They want to make their way to countries like Britain, Germany and Norway, which are stronger economically and where many of their families and friends have settled.<\/p>\n<div class=\"ad ad-placeholder nocontent robots-nocontent\">\n<div class=\"accessibility-ad-header visually-hidden\">\n<p>Advertisement<\/p>\n<\/div>\n<p><a class=\"visually-hidden skip-to-text-link\" href=\"http:\/\/www.nytimes.com\/2015\/07\/21\/world\/europe\/migrants-journeys-stall-in-italy-near-the-french-border.html?_r=0#story-continues-6\">Continue reading the main story<\/a><\/p>\n<\/div>\n<p id=\"story-continues-6\" class=\"story-body-text story-content\" data-para-count=\"358\" data-total-count=\"3374\">But the authorities in France are struggling to deal with migrant camps in<a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/06\/03\/world\/europe\/paris-police-clear-out-migrant-camp-and-destroy-tents.html\">Paris<\/a> and <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/07\/02\/world\/europe\/delays-migration-problems-and-blame-stretch-across-english-channel.html?ref=world\">Calais<\/a>, and the French government, faced with a sputtering economy and an anti-immigrant right wing, does not want to look soft on illegal immigration. France has multiplied checks at the Italian border, searching cars, trucks and trains for migrants and sending them back.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"146\" data-total-count=\"3520\">Tensions flared last month when the <a title=\"Reuters article.\" href=\"http:\/\/www.nytimes.com\/reuters\/2015\/06\/16\/world\/africa\/16reuters-europe-migrants-border.html\">police moved to dislodge some of the migrants<\/a>, then eased somewhat; 200 to 300 immigrants linger in the camps.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"124\" data-total-count=\"3644\">Bernard Cazeneuve, the French interior minister, said recently that over 6,000 people had been sent back to Italy this year.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"328\" data-total-count=\"3972\">An agreement signed in 1997 between Italy and France allows the French to return the migrants to their point of entry. But the Italian authorities say systematic checks at the border violate the Schengen agreement, a deal among 26 European countries that opened their borders and allowed for such checks only during emergencies.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"282\" data-total-count=\"4254\">France says it has not completely shut the border. It also contends that the migrants are Italy\u2019s responsibility because of the <a class=\"meta-org\" title=\"More articles about the European Union.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/e\/european_union\/index.html?inline=nyt-org\">European Union<\/a>\u2019s Dublin regulations, which require all asylum claims to be processed in the country where migrants arrive or first request protection.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"360\" data-total-count=\"4614\">Faced with an <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2011\/04\/07\/world\/europe\/07iht-m07-migrants.html\">influx of migrants, <\/a><a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2011\/04\/07\/world\/europe\/07iht-m07-migrants.html\">mostly from Tunisia<\/a>, in 2011, the Italian authorities issued <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2011\/04\/20\/world\/europe\/20france.html\">temporary residency permits<\/a> that enabled the migrants to travel freely among the Schengen countries. Matteo Renzi, the Italian prime minister, <a title=\"Reuters article.\" href=\"http:\/\/www.nytimes.com\/reuters\/2015\/06\/16\/world\/europe\/16reuters-europe-migrants-eu.html\">suggested last month<\/a> that the country could do so again,<a title=\"Guadian op-ed.\" href=\"http:\/\/www.theguardian.com\/commentisfree\/2015\/jun\/23\/mediterranean-migrant-crisis-not-italy-but-europe\">warning<\/a> that Italy could not manage migration into Europe alone.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"329\" data-total-count=\"4943\">At the Ponte San Ludovico border crossing one evening, the air was fragrant from the sea after a sweltering day. In the distance, bathed in the golden light of dusk, was the French city of Menton. The migrants, many of them Muslims, prepared to break the Ramadan fast as dozens of French and Italian police officers stood nearby.<\/p>\n<p id=\"story-continues-7\" class=\"story-body-text story-content\" data-para-count=\"270\" data-total-count=\"5213\">Volunteers from the Red Cross and local charities distributed melons, dates, soup and pasta, while migrants poured milk and fruit juice. Only 400 feet inland, trains sped across a bridge entering France. Sports cars from the French Riviera also glided across the border.<\/p>\n<p id=\"story-continues-8\" class=\"story-body-text story-content\" data-para-count=\"293\" data-total-count=\"5506\">\u201cWe are human beings,\u201d said Adam Ahmed, a 22-year-old Ghanaian who had lived in Sudan and fled the strife there. He said drivers sometimes slowed down to stare at the migrants\u2019 tents and mattresses, making them feel like animals in a zoo. \u201cWhy are they closing the border?\u201d he asked.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"138\" data-total-count=\"5644\">Some of the migrants, helped by smugglers, can cross the border in the mountainous areas to the north, where police surveillance is scant.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"237\" data-total-count=\"5881\">But on the coast, stuck in limbo, are people like Saddam Ahmed Hussein, 21, who said he was from Darfur in Sudan. Mr. Hussein, his mother and four siblings, including a 10-year-old brother, managed to stay together on a seven-month trip.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"196\" data-total-count=\"6077\">After selling their cattle to raise money for the journey and traveling through Chad, they arrived in <a class=\"meta-loc\" title=\"More news and information about Libya.\" href=\"http:\/\/topics.nytimes.com\/top\/news\/international\/countriesandterritories\/libya\/index.html?inline=nyt-geo\">Libya<\/a>, where the <a title=\"Times article.\" href=\"http:\/\/www.nytimes.com\/2015\/04\/28\/world\/africa\/libya-migrants-mediterranean.html\">chaos of the post-Qaddafi era<\/a> provides new opportunity for human traffickers.<\/p>\n<div id=\"MiddleRightN\" class=\"ad text-ad middle-right-ad nocontent robots-nocontent\">\n<div class=\"accessibility-ad-header visually-hidden\">\n<p>&nbsp;<\/p>\n<\/div>\n<div id=\"creative63338081_1\">\u00a0In the Libyan capital, Tripoli, Mr. Hussein worked at an Internet cafe but was kidnapped for four days and had to be ransomed, he said. After two months in Libya, the family paid $5,000 to smugglers to cross the Mediterranean in a boat with 600 people.<\/div>\n<\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"282\" data-total-count=\"6611\">\u201cAfter 12 hours, the motor stopped,\u201d said Mr. Hussein, who learned English through the Internet and movies (his favorite is \u201cHome Alone\u201d). \u201cWe drifted for a couple hours before we reached the Italian Coast Guard, who brought us to Lampedusa,\u201d an Italian island, he said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"226\" data-total-count=\"6837\">He and his family managed to cross into France, only to be stopped in Nice and sent back to Italy. They have been living under a tarp on the beach. Mr. Hussein\u2019s mother, Najat, said the family had no choice but to come here.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"127\" data-total-count=\"6964\">\u201cHere the people are friendly, and we feel safer,\u201d she said as her son translated. \u201cThere is no war, no guns, no fire.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"159\" data-total-count=\"7123\">The family\u2019s goal is to reach Norway, to join a cousin.
