At <a class=\" u-underline\" href=\"http:\/\/www.un.org\/esa\/ffd\/ffd3\/\" data-link-name=\"in body link\" data-component=\"in-body-link\">the UN\u2019s Third Financing for Development conference<\/a>, in Addis Ababa, Ethiopia, between 13-16 July, world leaders will look for ways to pay for the ambitious and costly sustainable development goals (SDGs), <a class=\" u-underline\" href=\"https:\/\/sustainabledevelopment.un.org\/topics\/sustainabledevelopmentgoals\" data-link-name=\"in body link\" data-component=\"in-body-link\">which include ending poverty and achieving food security in every corner of the globe by 2030.<\/a><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"content__article-body from-content-api js-article__body\" data-test-id=\"article-review-body\">\n<p>Addis is about moving from billions in financing commitments to trillions.<\/p>\n<p>The <a class=\" u-underline\" href=\"http:\/\/unstats.un.org\/sdgs\/\" data-link-name=\"in body link\" data-component=\"in-body-link\">specific targets<\/a> for each goal, which have not been formally agreed yet, will take over from the millennium development goals (MDGs) at the end of the year. According to UN estimates, for the new goals to be met <a class=\" u-underline\" href=\"http:\/\/www.un.org\/en\/development\/desa\/news\/financing\/final-push-for-ffd3.html\" data-link-name=\"in body link\" data-component=\"in-body-link\">will require as much as $11.5tn a year, $172.5tn over the 15-year timeframe <\/a>.<\/p>\n<aside class=\"element element-rich-link element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link\" data-link-name=\"rich-link-1 | 1\">\n<div class=\"rich-link tone-comment--item \"><\/div>\n<\/aside>\n<p><a class=\" u-underline\" href=\"http:\/\/www.un.org\/esa\/ffd\/ffd3\/wp-content\/uploads\/sites\/2\/2015\/07\/Addis-Ababa-Action-Agenda-Draft-Outcome-Document-7-July-2015.pdf\" data-link-name=\"in body link\" data-component=\"in-body-link\">A draft outcome document<\/a> was released on Tuesday 7 July after a series of late-night negotiating sessions in New York.<\/p>\n<p>The sweeping ambitions of the post-2015 agenda are apparent:<\/p>\n<blockquote><p>\u201cOur goal is to end poverty and hunger, and to achieve sustainable development in its three dimensions through promoting inclusive economic growth, protecting the environment, and promoting social inclusion. We commit to respect all human rights, including the right to development. We will ensure gender equality and women\u2019s and girls\u2019 empowerment. We will promote peaceful and inclusive societies and advance fully towards an equitable global economic system where no country or person is left behind, enabling decent work and productive livelihoods for all, while preserving the planet for our children and future generations.\u201d<\/p><\/blockquote>\n<p>Campaigners say financing must reflect this ambition. This is what the outcome document says:<\/p>\n<blockquote><p><em>\u201cSolutions can be found, including through strengthening public policies, regulatory frameworks and finance at all levels, unlocking the transformative potential of people and the private sector, and incentivizing changes in financing as well as consumption and production patterns to support sustainable development.\u201d<\/em><\/p><\/blockquote>\n<p>There are also strong words on gender equality, but these will need to be matched, campaigners say, with firm funding commitments:<\/p>\n<blockquote><p><em>\u201cWe recommit to adopt and strengthen sound policies and enforceable legislation and transformative actions for the promotion of gender equality and women\u2019s and girls\u2019 empowerment at all levels, ensure women\u2019s equal rights, access and opportunities for participation and leadership in the economy and to eliminate gender-based violence and discrimination in all its forms.\u201d<\/em><\/p><\/blockquote>\n<h2><\/h2>\n<h2><strong>How much money is currently spent on development?<\/strong><\/h2>\n<p>Domestic investment accounted for a third of all funding currently available for developing countries in 2012, while foreign aid made up just 0.4% of the total. \u201cDomestic resources that developing countries raise themselves will be the largest single resource for funding development in most countries,\u201d said Jesse Griffiths, director of European Network on Debt and Development (Eurodad).<\/p>\n<p>This funding is being \u201ctragically undermined\u201d by international tax evasion and avoidance, which cost developing countries hundreds of billions of dollars every year, Griffiths said.<\/p>\n<figure class=\"element element-interactive interactive element--showcase\" data-interactive=\"http:\/\/interactive.guim.co.uk\/embed\/iframe-wrapper\/0.1\/boot.js\" data-canonical-url=\"http:\/\/interactive.guim.co.uk\/embed\/2015\/07\/ffd\/index.html\" data-alt=\"ffd\"><\/figure>\n<h2><strong>What are some of the main items on the agenda?<\/strong><\/h2>\n<ul>\n<li>Raising new development finance through domestic resource mobilisation, mainly by <a class=\" u-underline\" href=\"http:\/\/www.theguardian.com\/global-development\/2015\/jul\/07\/why-developing-countries-need-to-toughen-up-taxes-sdgs\" data-link-name=\"in body link\" data-component=\"in-body-link\">increasing tax collection<\/a>, private finance, international public finance<\/li>\n<li>Improving international tax cooperation. <a class=\" u-underline\" href=\"http:\/\/www.theguardian.com\/global-development\/2015\/jun\/25\/ten-reasons-why-european-governments-should-back-global-tax-body\" data-link-name=\"in body link\" data-component=\"in-body-link\">Some countries are pushing for a global tax body<\/a>, arguing that it would help the poorest nations earn more through tax revenues<\/li>\n<li>Reducing illicit financial flows by 2030, with a view to eventually eliminating them. Campaigners <a class=\" u-underline\" href=\"http:\/\/www.theguardian.com\/global-development\/2014\/dec\/18\/developing-countries-debt-eurodad-report\" data-link-name=\"in body link\" data-component=\"in-body-link\">have long noted<\/a> that such illicit flows coupled with aggressive tax avoidance, repatriation of profits and debt repayments are depriving developing nations of much-needed resource<\/li>\n<li>Pushing to bridge the global infrastructure gap \u2013 including $1trn to $1.5trn annual gap in developing countries<\/li>\n<li>Setting out a new <a class=\" u-underline\" href=\"http:\/\/www.theguardian.com\/global-development\/2015\/apr\/13\/73bn-social-development-goals-overseas-development-institute\" data-link-name=\"in body link\" data-component=\"in-body-link\">social compact<\/a> to provide \u201cfiscally sustainable and nationally appropriate social protection systems and measures for all\u201d<\/li>\n<li>Financing for <a class=\" u-underline\" href=\"http:\/\/www.theguardian.com\/environment\/2015\/jul\/06\/no-plan-b-if-paris-climate-summit-ends-in-failure-says-eu-climate-chief\" data-link-name=\"in body link\" data-component=\"in-body-link\">low-carbon and climate resilient development<\/a>. The draft outcome document says: \u201cPublic and private investments in innovations and clean technologies will be needed, while keeping in mind that new technologies will not substitute for efforts to reduce waste or efficiently use natural resources.\u201d<\/li>\n<\/ul>\n<h2><strong>What are the main challenges?<\/strong><\/h2>\n<p>The world\u2019s increasingly volatile financial outlook means that finding the money to pay for the SDGs will be difficult. The Greek debt crisis, China\u2019s economic slowdown and a host of pressing humanitarian emergencies, including Syria\u2019s civil war and Europe\u2019s migration crisis, are clamouring for donors\u2019 attention.<\/p>\n<p>And the stakes? As the words used repeatedly to describe the summit \u2013 critical, key, historic \u2013 indicate, they could not be higher.<\/p>\n<p>In a <a class=\" u-underline\" href=\"https:\/\/www.youtube.com\/watch?v=XQ3OE8zpFhU&amp;list=PLE7S8qSeNZS6JGNRKnqGkUFvDmLJrghQj&amp;index=3\" data-link-name=\"in body link\" data-component=\"in-body-link\">video pep talk for world leaders posted on YouTube in May<\/a>, UN secretary general Ban Ki-moon said, \u201cThis year, we can make history by adapting an ambitious, sustainable development agenda and a universal climate agreement. But without the right financing and policies, we cannot achieve our ambitions\u2026 Addis Ababa can be the starting point for a new era of global partnership.\u201d<\/p>\n<h2><strong>What other issues are under discussion?<\/strong><\/h2>\n<ul>\n<li>The role of the private sector in sustainable development. This area is particularly controversial, with some campaigners <a class=\" u-underline\" href=\"http:\/\/www.eurodad.org\/files\/pdf\/559da257b02ed.pdf\" data-link-name=\"in body link\" data-component=\"in-body-link\">fiercely arguing against<\/a> public-private partnerships, while others <a class=\" u-underline\" href=\"http:\/\/www.theguardian.com\/global-development\/2015\/jul\/06\/global-healthcare-private-sector-un-financing-development-conference-addis\" data-link-name=\"in body link\" data-component=\"in-body-link\">seeing their potential<\/a><\/li>\n<li>The role of official development assistance (ODA). Donor countries are urged <a class=\" u-underline\" href=\"http:\/\/www.theguardian.com\/global-development\/2015\/may\/04\/eu-development-finance-needs-completely-new-approach-report-says\" data-link-name=\"in body link\" data-component=\"in-body-link\">to commit to spending 0.7% of their gross national income<\/a> on ODA by the end of the year<\/li>\n<li>Owning your own development policy. The draft accord says, \u201cEach country has primary responsibility for its own economic and social development and the role of national policies and development strategies cannot be overemphasised.\u201d International systems do have a role to play, though, through trade, monetary and financial systems, and strengthened global economic governance<\/li>\n<li>Guidelines for debtor and creditor responsibilities in sovereign borrowing and lending<\/li>\n<li>Improved data to monitor impact of development spending and progress toward goals<\/li>\n<li>Particular measures to help least developed countries, landlocked developing countries and small island developing states<\/li>\n<\/ul>\n<\/div>\n<div class=\"submeta\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The agenda set out in the sustainable development goals is visionary, but it\u2019s also going to be costly.
