NEW YORK<\/strong><\/p>\n

The EU\u2019s foreign policy chief asked the UN<\/a> Security Council on Monday to back European\u00a0efforts to disrupt\u00a0criminal\u00a0human trafficking<\/a> networks across the Mediterranean.<\/p>\n

The UN<\/a> says at least 3,000 victims lost their lives in 2014 in the Mediterranean, mostly after departing from Libyan shores. In 2015, as many as 1,800 others are believed to have perished in the Mediterranean en route to Europe.<\/p>\n

“It is not only a humanitarian emergency, but also a security crisis, since smuggling networks are linked to, and in some cases finance, terrorist activities, which contributes to instability in a region that is already unstable enough,” Federica Mogherini<\/a> said in a\u00a0Council\u00a0briefing on EU<\/a> plans to tackle the crisis.<\/p>\n

Mogherini’s remarks came as the\u00a028-member EU<\/a> is preparing for a naval\u00a0crackdown to seize\u00a0smugglers’ boats in international waters as well as in Libya\u2019s territorial waters.<\/p>\n

The European body is seeking a clear international mandate\u00a0before launching the operation.<\/p>\n

“We cannot do it alone, this has to be a common global effort, that’s why we count on your support to save lives and dismantle criminal organizations that are exploiting people’s desperation,” Mogherini\u00a0told the\u00a0Security Council, the UN’s most powerful body and only one that can authorize the use of force in crises.<\/p>\n

An estimated\u00a060,000 refugee have arrived in Italy in 2015, most departing from Libya, according to UN<\/a>figures.<\/p>\n

EU’s top diplomat also said\u00a0refugees or migrants intercepted at sea during the proposed operation would\u00a0be returned against their will.<\/p>\n
