As seen in Figure 1, female participation in African legislatures outpaces many developed countries. Rwanda (at 63.8 percent) ranks number one in the world, with the Seychelles, Senegal, and South Africa similarly being in the top 10 countries. Fifteen African countries rank ahead of France and the United Kingdom, 24 rank ahead of the United States, and 42 rank ahead of Japan.<\/p>\n<p>Not all is rosy, though: Women in Nigeria, the Comoros, Swaziland, the Republic of the Congo, and Benin still have less than 8 percent female representation in their legislatures. Africa outpaces many countries when it comes to female representation in legislatures\u2014but the continent as a whole still has a long way to go<\/h2>\n<p><a class=\"imgLink cboxElement\" title=\"\" href=\"http:\/\/www.brookings.edu\/~\/media\/Blogs\/africa_in_focus\/2016\/01\/21-foresight-africa-women-empowerment-golubski\/foresight-graphic-chapter-5.png?la=en\" rel=\"colorbox-0\" name=\"&amp;lid={3E2549F7-9357-434F-927B-2A34A7B11B29}&amp;lpos=loc:body\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"http:\/\/www.brookings.edu\/~\/media\/Blogs\/africa_in_focus\/2016\/01\/21-foresight-africa-women-empowerment-golubski\/foresight-graphic-chapter-5.png?h=707&amp;w=600&amp;la=en\" alt=\"\" width=\"306\" height=\"361\" \/><\/a><br \/>\n<em>Note: Countries in green are African.<\/em><\/p>\n<p>Women still struggle in social and economic spheres as well. As <a href=\"http:\/\/www.brookings.edu\/~\/media\/Research\/Files\/Reports\/2016\/01\/foresight-africa\/foresightafrica2016_ch3.pdf?la=en\" target=\"_blank\" name=\"&amp;lid={DC54DD31-B166-4BA9-81ED-A91473B41223}&amp;lpos=loc:body\"><em>Foresight<\/em> issue brief authors Kathleen G. Beegle and Luc Christiaensen<\/a> note, while tolerance and incidence of domestic violence are declining, <a href=\"http:\/\/www.worldbank.org\/en\/news\/press-release\/2015\/10\/16\/africa-gains-in-health-education-but-numbers-of-poor-grow\" target=\"_blank\">tolerance is still twice as high as the rest of the developing world.<\/a> In addition, as viewpoint author Winnie Byanyima, executive director of Oxfam International, points out, women still carry out the majority of household work\u2014on average, five more hours a day than men\u2014which creates obstacles to their economic empowerment.<\/p>\n<p>Similarly, as Byanyima notes, <a href=\"http:\/\/www.brookings.edu\/~\/media\/Research\/Files\/Reports\/2016\/01\/foresight-africa\/foresightafrica2016_ch3.pdf?la=en\" target=\"_blank\" name=\"&amp;lid={DC54DD31-B166-4BA9-81ED-A91473B41223}&amp;lpos=loc:body\">\u201cIncome inequality is strongly linked to gender inequality\u2014as a cause, consequence, and solution.\u201d<\/a> For that reason, in her viewpoint Byanyima advocates for policies that remove obstacles to women\u2019s social empowerment, such as child care, education, and health care, and those that create equal opportunities for women\u2019s economic empowerment, such as land rights and equal pay.<\/p>\n<p>Read <a href=\"http:\/\/www.brookings.edu\/research\/reports2\/2016\/01\/foresight-africa-top-priorities\" target=\"_blank\" name=\"&amp;lid={B3EFD23D-50BE-48C1-BF12-A31DAC63A64F}&amp;lpos=loc:body\"><em>Foresight Africa 2016,<\/em> <\/a>which details the top priorities for Africa in the coming year, to learn more about other critical issues affecting the continent. In fact, the African Union has declared 2016 to be \u201cThe Year of Human Rights with a Special Focus on Women\u2019s Human Rights.\u201d Gender was a priority in the Millennium Development Goals and continues to be so in the new Sustainable Development Goals.
